A Special Offer is a discounted price a tutor chooses to send you for private lessons. You can't request one through a dedicated discount button, but you can mention pricing questions in a message.

When a tutor sends a Special Offer, you'll see the price and terms before deciding whether to accept or decline it. Nothing is charged just because a tutor sends an offer.
